(1) If someone acts by intimidation, threat, fear or panic or in any other way by improperly influencing the cleanliness, freedom or fairness of the election, the counting of votes of such election shall be started by the concerned candidate. Complaints can be filed in advance through the concerned election officer or directly to the commission.

(2) If any complaint is received before the election officer according to sub-rule (1), such complaint should be sent to the commission immediately.
